Hi Anie,
I think this is a picture of the ceremony of the keys at the Tower of London.
Every night, the yeoman warders of the Tower, where the Queen of England keeps her crown jewels, lock it up for the night.
The picture shows the yeoman warder approaching the Tower's sentries with the keys. Once he's given the correct password, the sentries will let the keys pass and the Tower can be locked for the night.
The ceremony is open to the public, but only a handful of people are allowed in each night, so you need to apply for tickets early if you want to have a chance to see it if you're visiting England.
